Finish the filling: Stir the chopped tomatoes, tomato paste, parsley, oregano, salt, and pepper into the beef. Cook for 5 minutes, then fold in the cooked, drained rice. The filling should be moist but not soupy.

Stuff: Preheat the oven to 190°C (fan 180°C). Spoon the filling into the peppers without packing it tightly and stand them in a snug baking dish. Replace the pepper lids if using. Add enough water around the base to make a shallow layer, keeping it out of the filling.
